Old El Paso
I know, three posts in a day is a bit excessive, but I wanted to point out this Balko article from Reason that describes why poverty-riddled, immigrant-heavy El Paso is one of the safest cities in America. Hint: it's because of the immigrants.

"they headed down to ooh old el paso that's where they ran into a great big hassle billy joe shot a mexican and nobody noticed, even though there were 72 other people living there in the same one bedroom cabin. bobby sue grabbed his bottle of jose cuervo and his his wallet containing $3.75 in pesos and run. yea go on....... "
i realize that my last comment was a little insensitive i was just looking for an excuse to insert a Steve Miller Band reference sorry if i offended anyone
Sadly, though, your depiction of the attitudes of law enforcement to crimes against illegal immigrants seems kinda accurate. Of course, most of the time it's labor law violations and not outright murder.
Anyway, one of the reasons we need immigration reform is that the fact of migrants' illegality makes crimes against them all but unreportable. Ironically, loosening immigration laws helps law enforcement - Balko references El Paso's reluctance to follow a federal directive asking for local law enforcement's help enforcing immigration law for just that reason...

Rule #16 of ONAF: Steve Miller is always appropriate.
